Can I get in to University of Colorado Boulder?

You'll most likely get in you seem like a good applicant....and last year they accepted 83% of applicants which is really high. Other than that I suppose you live in Colorado right, because preference will be given to in-state, but there's still a good chance if your out of state. I guess the GPA is unweighted right, if its weighted they will look normally only at your unweighted. The AP's are good, you have good amount of community service, it won't make too much of a difference having your mom gone there, but some applications(not sure about boulder) have a section were it asks for family members attended. Your SAT is average, overall I would say you'll get in.
