I looked for so long, why cant I get a job?

I've looked for a job like for a year now. I've applied everywhere and reapplied 6 months later to those places. I also joined a babysitting site and nobody gets back at me. I went to the job bank at my school so she can help me figure out how to fill out an application correctly, it didnt work. I am 19, just finished high school. I know we're in a recession but I've had friends who get a job and then quit just for the fun of it, and later get another one. I havent even had one. I was so positive about it but now I see not even families will hire me to babysit/nanny, I'm starting to feel hopeless. Another thing I applied at Victorias Secret and my friend worked there, I think maybe she just got rid of it. So then why can't I get a job? Also, how important is it to hand the manager my application? If I gaved it to any employee, could they throw it away just so someone new wont come and take take a job? What can I do to get a job?...
